Below is the suggestion of Microsoft specialists to solve
to above problem. In my case the 1st suggestion worked:

included additional resolutions. Please try them out at

IMPORTANT NOTE: Kindly disable any applications such as
Firewalls (Zone alarm etc.. ) antivirus (Norton, McAfee,
etc..) , etc temporarily since these can block access to
the Windows Update site controls. Once you are finished
using the windows update make sure that you enable these
programs
Suggestion 1
===========
This issue occurs if some files are not properly
registered in the system. I have listed some steps that
will assist you with resolving the error message. ( Note -
there is a space between regsvr32 and wuapi.dll and this
applies to all the files.)
1. Click Start and select Run and type "regsvr32
wuapi.dll" ( without the quotation marks and this applies
to all the files)
2. Click OK to register it.
3. Click Start and select Run and type "regsvr32
wuaueng.dll" (w/o quotes)
4. Click OK to register it.
5. Click Start and select Run and type "regsvr32
wuaueng1.dll" (w/o quotes)
6. Click OK to register it.
7. Click Start and select Run and type "regsvr32
wucltui.dll" (w/o quotes)
8. Click OK to register it.
9. Click Start and select Run and type "regsvr32
wups.dll" (w/o quotes)
10. Click OK to register it.
11. Click Start and select Run and type "regsvr32
wuweb.dll" (w/o quotes)
12. Click OK to register it.
13. Click Start and select Run and type "regsvr32
jscript.dll" (w/o quotes)
14. Click OK to register it.
15. Click Start and select Run and type "regsvr32
winhttp.dll" (w/o quotes)
16. Click OK to register it.
[If you encounter an error message while registering any
of the files please go ahead and register the next one]
Now try the Windows Update site and see if you get the
same error message. If the issue persists, I would
request you to follow the next suggestion.
Suggestion 2
===========
This issue occurs if the control files used by the
windows update site are corrupt. I have listed some steps
that will assist you with resolving the error message. We
wil first restart your system in safe mode. Please follow
the steps I have listed below.
a. Restart your computer
b. Now when you system restarts keep on pressing the F8
key until you get a Windows XP Boot
Menu. (If F8 does not work try pressing CTRL )
c. After the Boot Menu appears select the option safe
mode to start the system is safe mode.
Click Yes on any prompts
Note: In Safe Mode, your system display and Desktop will
look and perform differently than in Normal Mode. This is
only temporary.
1.Click on Start.
2.Move to Search option -> Then click on "For Files or
folders"
3.In the various options on the Left pane click on -> All
files and folders.
4.In the Filename Box type in -> "wuaueng.dll" (without
the quotation marks)
5.In the Look in field select -> Local Disks.
6.Click on the search Button below. When the file is
found, right click on it and select
Rename. Change tge .DLL extention to .OLD
For example: change wuaueng.dll to wuaueng.old
Similarly rename the following files located in the
respective locations:
c:\windows\system32\wuaueng1.dll
c:\windows\system32\wuapi.dll
c:\windows\system32\wucltui.dll
c:\windows\system32\iuengine.dll
c:\windows\system32\cdm.dll
c:\windows\system32\wuauserv.dll
Restart your computer normally and let me know if you are
able to access the windows update site successfully. If
the issue stays, please try the next suggestion.
Suggestion 3
===========
There are a few basic things I would like to do to clean
boot your system to make sure that there are no
applications running in the background that may be
conflicting with the site.
Please complete the steps listed below.
1. Click Start, click Run, type msconfig in the Open box,
and then click OK.
2. On the General tab, click Selective Startup, and then
click to clear the Process
System.ini File, Process WIn.ini File, and Load Startup
Items check boxes. You cannot clear the Use Original
Boot.ini check box.
3. On the Services tab, click to select the Hide All
Microsoft Services check box, and then click Disable All.
4. Click OK, and then click Restart to restart your
computer.
5. Connect to http://windowsupdate.microsoft.com and see
if you are able to access the site successfully.
[When you are finished at the Windows Update site, please
restart in normal mode.

device drivers and services.

on your system. We will now install the MSXML 3.0 SP4 to
replace any corrupt MSXML components on your system.

Once you have installed the MSXML 3.0 SP4, restart your
computer and then try the Windows Update site and see if
your issue gets resolved. If the issue stays, please try
the last suggestion.
Suggestion 6
===========
This issue might occur because of corrupt contents of the
DataStore and the Download Folders. We will therefore
delete the contents of both these folders. Please follow
the steps I have listed below.

First Stop the Automatic Updates Service
1. Click Start.
2. Choose Run.
3. In the open box type net stop wuauserv ( Type exactly
as written )

Now we will Delete the Contents of the DataStore and
Download folders
1. Click Start.
2. Choose Run.
3. In the Run box, type %windir%\SoftwareDistribution
(Exactly as written )
4. Click OK.
5. Delete all the contents of both the DataStore and
Download folders.

Then Start the Automatic Updates Service again
1. Click Start.
2. Choose Run.
3. In the open box type net start wuauserv (type exactly
as written )
